I am a Wyoming native being born and raised in Powell, Wyoming. I graduated from Powell High School and have three degrees from the University of Wyoming, a BS in Agricultural Engineering, an MS in Civil Engineering, and a Masters of Public Administration.
I am a Wyoming licensed professional civil engineer. I am also a certified mediator with the Wyoming Agricultural and Natural Resources Mediation Board. I also received mediator training through CDR Associates.
Also, I am a Distinguished Toastmaster and was the 2004-2005 District Governor for District 26 which includes the Toastmaster clubs in Wyoming, Colorado, and the panhandle of Nebraska. For the 2007-2008, he is the Leadership Dean for District 26.
I have worked as a consulting engineer, water master and engineer for two large irrigation districts, city engineer for the City of Powell, and for 22 years he was the Administrator for the Surface Water and Engineering Division in the Wyoming State Engineer’s Office. In this capacity I directed surface water rights permitting, the safety of dams program, and weather modification permitting.
In January, 2013, I retired from state employment and started a consulting company, JR Barnes Consulting, LLC, providing water rights consulting in the state of Wyoming. I also continued my person/professional growth by becoming a certified trainer, coach, and speaker with the John Maxwell Team. I have now partnered with my wife, Dana, to form Two Bears Solutions where we provide training, coaching, and speaking.
